You are running an old version of lspdfr.
Update LSPDFR/RPH https://bit.ly/3A9CIhX 
DOWNLOAD THE "MANUAL INSTALL" VERSION, copy and paste EVERYTHING in the zip except for the licenses and lspdfr folders (you can ignore them) into your main GTA directory.

While I cannot answer this directly as this would be up to the Founders to provide a clear answer. I do believe that G17 have provided the proper API to people to expand upon the base version of LSPDFR and make their whole content that builds the community up and provides diversity. 
 
Any performance issues that are encountered are most likely attributed, but not limited, to one of the following: mods, additional plugins, graphics enhancements. LSPDFR on its own is fairly stable if you have the right PC to run GTA V comfortably.
 
Which specific features? The ones I have heard of the most (tow truck and coroner) may make sense from a user standpoint. But on the other hand, not including features gives the community a chance to contribute their own work and make the mod feel more like a community effort and less like just LSPDFR implementing the features and the community hoping their content will get added in some future version. Its power to the players!
 
It's as you say here, it's community-driven by allowing people to use the API to make a variety of different things! It just isn't the level of community-driven that you are seeking.

RPH works perfectly fine with the current version of GTA V
Just use the lspdfr manual install it already comes with the latest version of RPH

well you could rename mods to _mods and see if your car is the issue.

You need to Progress further in the story(Ideally till you can free roam as franklin) you can do that manually by playing or just install a custom game save

Download a software called DS4 windows and go through the setup process. You do need a cable to connect the controller do your PC but everything works perfectly with the software for me
 
If you know which plugin causes that you can edit it’s ini and change the controller keyboard to your likings and without interfering each other

-Make an exception of the GTA V installation folder to your Antivirus. (If you just have Windows defender click here. If you have another antivirus programm use google to find out how to make an exception for your particular av.
 
-Set your PluginTimeoutThreshold in your rph settings to 60000. You can do so by holding down shift when launching rage or clicking on the gear ⚙️ Icon. AFter chanign the value from 10000 to 60000 press save and launch

Have you copied the patchday9ng folder from your update\x64\dlcpacks to mods\update\x64\dlcpacks already?

Try adding your GTA V directory to your anvticirus exceptions. Here is a step by step guide for windows defender. If you have additional antivirus programs you need to use google and search on how to make exceptions there 

I don't think LSPDFR is finished at all but I agree. It would be cool so see a small mod where you can respond to a few callouts and pursuits and call for backup. Nothing major, just a small mod

-Set your plugin timeout threshold to 60000. You can do so by clicking the ⚙️ icon when loading rage. The prompted window allows you to change said value
