My Suggestion is that there will be different commands for every cop, for instance, if you choose the traffic police ped you will be capable of controlling traffic (direction, etc.....) give tickets from your traffic tool by entering the number plate, for example, and will be capable of towing cars and to stop a car and ask for id, etc..... while you are on foot too no need to be in the police car. I'm sure that this will make you feel like a really NYPD traffic officer.

Sheriff, we have a few tools here that do exactly that... it's just a matter of choosing the LEO ped you want during the LCPDFR selection or player spawn selection. So, if you want to do traffic enforcement, select the ped you want and use Abraxas Towing mod or Police Helper and Braveheart's Policing script.

ironically enough for the op, traffic cops in gta arent actual cops. they are parking ticket maids.
