The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

disappearing traffic

I could be wrong on this but check your lspdfr.ini  file in your  lspdfr folder. 

Midway down that config, look for this:

Chase.DisableTrafficDensityAdjustments = false

See if that says = true      if it is true, change it to false. 

If it is false, you could try taking out your callouts in your  LSPDFR > plugins folder.   I noticed one callout pack (unsure the name) tends to take out traffic while a call is active. I also noticed the traffic density stayed off for the next hour of patrol.    If it helped by taking out callouts,  then reinstall one at a time until you can reproduce this issue.

Incorrect, vehicles spawn and despawn in distance, they do not vanish around player's activity zone. In fact they spawn around player's current location to save game memory.

 It could be an issue with your gameconfig. What gameconfig you are using?
