Yeah, LCPDFR doesn't really work that well on the Complete Edition so you would need to downgrade your game to GTA IV 1.0.7.0. using the downgrade tool I linked above. Then once you have finished with the downgrade tool you can rename LaunchGTAIV.exe to PlayGTAIV.exe in your game directory and play GTA 4.

I made a tutorial on my channel, but I don't want to self promote in a support topic, but here's the mod I was referring to. Just follow the instructions throughout the tool and you'll be fine.

 

If any errors happen, you might need to install any of the following below. Also be sure to install both x86 and x64 versions of Visual C++ 2005 package. Hope this helps.

i JUST DID SOMETHING  

 

1 -i renamed PLAYGTAIV.exe to LaunchGTAIV.exe and installed PATCH 7 (1.0.7.0) and it works / now its opening rockstar with login thing DO i need to login? game DIDNT WORK)  didnt want to run.

Are you launching GTA 4 with the LaunchGTAIV.exe? The R* Launcher shouldn't be opening at all.
