When im on Duty in gta4 i driving my police car,  cant pull over cars  im using ''LCPD First Response (Legacy Edition)'' 

Are you using the latest version? If so, that's because the outdated LCPDFR is conflicing with the ScriptHook/AdvancedHook.

WHAT VERSION do i need to have???

1) You cannot pull people over -> because as I said, the outdated LCPDFR conflicts with the updated Scripthook.

1) I've said before, the LCPDFR has outdated coding, meaning it does not work properly with the ScriptHook.

2) You either messed something up or the downgrader is not working properly.

1) Try without a downgrader.
2) Do not delete ScriptHook from the .rar file. It's important to run LCPDFR.

Try launching GTA IV through the LaunchGTAIV.exe or PlayGTAIV.exe file in your game directory. Launching it through steam causes the Rockstar Launcher to open.

i EXTRACT manual in gta 4 map and then i click PlayGTAIV.exe and rockstar open says ''selet your profile'' do i need to click MY PROFILE AND Login ???

Are you referring to the Rockstar Social Club or Games For Windows Live? It's normal for GFWL to open, but the Social Club shouldn't be. Sounds like you are on the latest version. Try the downgrade tool and see if playing LCPDFR on GTA IV 1070 would work better for you. Be sure to make a backup of EFLC so you won't have to re-download the game again. Playing LCPDFR on the latest version has some incompatibility issues, and obviously GTA 4 doesn't seem to be compatible on the Complete Edition update for LCPDFR. Also, be sure to download version 1.1 old rar (found at the bottom of the download list) for it to work with the downgraded game also.

Yeah, LCPDFR doesn't really work that well on the Complete Edition so you would need to downgrade your game to GTA IV 1.0.7.0. using the downgrade tool I linked above. Then once you have finished with the downgrade tool you can rename LaunchGTAIV.exe to PlayGTAIV.exe in your game directory and play GTA 4.
