The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Perhaps you could try this:

 

1. Download and install this gameconfig: https://github.com/pnwparksfan/gameconfig/releases

 

2. Install heapadjuster: https://www.gta5-mods.com/tools/heapadjuster

Open the .ini file with notepad and increase the heap size twice of the set value. 

 

3. Install ParkFile LimitAdjuster: https://www.gta5-mods.com/tools/packfile-limit-adjuster

   Increase the value to 10248 or above.
