Name of a dynamic prop

Does Does anyone know the name of this prop?

I would like the Player to be able to pick it up, and get the money for himself -the bend bastard.. -or try to implement some type of 'deliever-to-the-desk-at-the-open-police-station' gameplay, and then reward the player.
It also have the gameplay feature that it makes most sense to hunt down the purp that is holding the stolen money, when there is a foot-race, but first the name of this prop is needed. Everything else is vapour-ware
