In terms of the most affordable what I do is use my smart phone (Android, iOS has some apps like this too) and download apps such as Police Radio/Radio scanner that receives great scanner feeds from multiple sites like Radio Reference etc. In order to get the sound through your speakers make sure your stereo has a Auxiliary connection port, grab a cable from Walmart or Best Buy (There super cheap) and plug it in. Turn up the audio and your set! It's what I use without having to purchase a pricey scanner however I cannot listen to my local frequencies due to Radio Reference not having them so head over to http://www.radioreference.com/ to see if they have yours. Other than that most hand held scanners are pretty good but have limited power, but should also have Auxiliary connection. Hope this helps you out bud.

Trust me; if you need any scanner advice the guys at RadioReference can help you; http://forums.radioreference.com/ - I purchased a Uniden Bearcat BC346XT for Christmas based off of recommendations from users over there.  Good luck, and happy scanning. :D

Also, do make sure that the hobby is legal with a dedicated scanner in your area.  Where I live [Queens, New York] it is illegal to use a scanner while operating a motor vehicle.

No problem, and I speak for the citizens that you offer services to when I say thank you - respect for first responders comes at an utmost importance. :D

That's true I could do that, but i don't know if i would want to do that. I appreciate the idea as if it comes down to that, I will do that.

I Use the Uniden Bearcat BC350A,

i used a Radioshack PRO-96 digital trunking handheld scanner

I used a Uniden BC-95 XLT

and i have a Minitor III Pager & Minitor V pager

YES I AM A WACKER AND I WILL USED THEM ALL AT TIMES TO NOT MISS ANYTHING. my reviews on them are:

BC350A: crystal clear its a great scanner

PRO-96: its good for police, not very good for fire, you can pick them up however they come in scratchy as hell

BC-95: works good, come in pretty clear, very low volume, can barely hear them when going to a scene or station

Minitor III: loud, but scratchy depending on where you are (5 steps to  the left is clear but 5 to the right is noise)

Minitor V: quiet but comes in clear
