That IS the RL signal for the driver to pull over. They ignore it... They speed away....  -But thats for you to chase them down then..
Whats missing in native LCPDFR is a feature to only do the "woop-woop" -Especially on police-bikes.
Also kind of missing is having emergency LIGHTS only, and no siren DURING a chase or especially when you respond the an robbery, so the purps wont  know that the pOlice are coming, but thats only an emersion thingie, because the AI purps wont let you surprise them. They always 'escape' in a vehicle, before you arrive. Highspeed car chases IS the gameplay.

AFAIK, no, there isn't a way to do this. Just disregard the above. I can't decipher it either.
