Yeah, generally vehicle mods cause the game to crash as many of them are very high poly and GTA doesn't like that.

It taken me bout half a year to find it out haha, If you start adding addons to change Biulding, Road textures, Will that have much afect on the game play?

Depends if they are HD.

Like stated above, GTA hates HD textures.

I'll explain how by using the ever so annoying taxi bug.

So, you've just installed a car mod that has HD textures.. or any textures better than the game default. You locate the car and drive around but all you see in the traffic is:

Taxi

Taxi

Taxi

Taxi

Car you modded

Car you modded

Taxi

Etc.

This is because of the low memory this game has, when loading HD textures it can sometimes overflow the allowed memory, this sends the game into a panic and causes it to spawn previous models to try and keep the memory usage down. Hence why you'd need Traffic Flow or Traffic Fix to sort this out. It grabs every taxi spawned in your proximity and changes it to another random car. But you need a semi-powerful PC for this as it takes up a lot of memory

I'm not saying you'll see buildings in traffic... but you'll most likely get the bug.

So it's the car skin causing the bugs or the car model?

The model

I never had much problem with car mods, but when it comes to ELS it's a lagfest

ELS basically reloads carmodels at lightning speed causing the flash effect, so that's why there is a lagfest.
