I don't know why you wasted your time and ours making that. 

 

@beefandnachos99 - The model would have to be unlocked in order to even think about making it into a police/ELS enabled vehicle. If its not unlocked, which I doubt it is, then the original author would have to modify it or hand it out unlocked for you or someone to modify.
