The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I installed the car mod, and it doesn't show anything...

So I installed 2 car packs and a car mod, none of those works, I did try reinstalling it, placing it on different patch days. Any help is very much appreciated!

I installed my mod cars into the OpenIV folder as it shows, and I couldn't spawn it in-game. Even after I reload all plugins

First of all your mods folder is currently named as _mods which will make it not work at all.

Secondly you cannot install add-on(In your case police45) cars into the patchdays as replacement cars. I suggest taking a look at this:

For installing normal replacement cars (police2 for example) you want to use patchday25
