Adding new police forces to game

How can a person add new police forces to the game that are not scripted . eg.... adding highway patrol officer or new state trooper (not strooper) and also how many new cops could you add ?

Aloso what would be the best way to add them ingame without simple native trainer.

Would it be best to change peds already in the game and change there scripting in the peds ide file , or is there another way.

It's possible, I've added 5 new peds and i'm spawning them with Traffic Spawner.
