i would like to use a ENB that doesn't lag me while recording/playing normally, I lag no matter what, i have to play on medium settings all the time, here is my specs.

One way is to adjust your computer performance using the blue screen menu. Change it to high performance. That's what I did. Any ENB doesn't lag my game.

Well my PC has a GTX 560Ti manually overclocked a bit, for a comparison of mine and your cards see this http://www.anandtech.com/bench/Product/538?vs=547

I also have double your amount of RAM, however your processor speed is a bit higher than mine.

I get around 45-50 FPS with the ENB installed so I think your most important parts that would need upgrading is your Graphics card and the Ram, however the latter is less important.

try neolux v4 use the stock time cycle or game4video time cycle

If you dont have a good PC dont bother with ENB. You will never get the result your looking for, just a laggy game. Get a timecycle mod instead.There are some really good ones out there and they will not affect your FPS. In the following thread you can find the links to one I am currently using.
