Hello i have a wierd bug i installed some non-ELS police cars but they aren't moving also not responding to backup calls and in persuits they are kinda useless now the wheels are just spinning

Similar issue happened to me. I'm going to operate under the assumption that you have Trainer V, also known as Simple Trainer.

 

Go into options, second page. Everyone Ignore Player is on by default. You should disable this, and save the options also found on the same page. This should return AI to normal.
