You can't that I know of. There's a robbery mission in the GTA IV story line, that's all the interaction with the bank I'm aware of.

There is also a robbery asi mod out somewhere, where you can rob the museum, bank and goldbergs office.....

It is a quite old mod so i dont know if there will be errors or not, and not sure if its been updated :o)

You could always use the Pass Through Doors/"open doors" commands [or something similar, I forget the exact wording] in Simple Native Trainer. It'll open up the bank, but no NPCs will be inside. I suppose you could spawn them with the trainer as well.

You can teleport yourself directly into the bank by using any version of Simple Native Trainer , but the doors will be closed and you need to teleport a second time if you want to get out . Hope that helped you :)
