The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Change the plugin timeout threshold from 10000 to 60000 in the RagePluginHook.ini file and change Main.PreloadAllModels in GTAV/LSPDFR -> LSPDFR.ini to false.
Also, remove in /Plugins/LSPDFR:
- PeterUCallouts;

- Regular Callouts;

- RichsPoliceEnhancements;

- XScanner

    Deleted PeterUCallouts and XScanner. Still crashes

    Disable preload (if you haven't yet) in the lspdfr.ini.

     

    Then, rename mods to _mods.

    Preload was disabled. If I rename folder mods to _mods my mods stop working

    But since there is no crash in your log, it's highly likely (especially with the way you're describing it) that those are causing your issue.
