    Change the plugin timeout threshold from 10000 to 60000 in the RagePluginHook.ini file and change Main.PreloadAllModels in GTAV/LSPDFR -> LSPDFR.ini to false.
    Also, remove in /Plugins/LSPDFR:
    - PeterUCallouts;
    - Regular Callouts;
    - RichsPoliceEnhancements;
    - XScanner

    For more memory; simple install those 3 files.

    To downscale textures of a car, first check the size of the .ytd / hi.ytd.
    If it's below 12MB, it's fine. If it's above 12-16MB, it's too high.
     
    Extract the textures via OpenIV from the .ytd.
    Use GIMP, PAINT or PhotoShop to downscale the textures.

    First off, make sure Main.PreloadAllModels in GTAV/LSPDFR -> LSPDFR.ini is disabled.
    Secondly, I see you're using a visual mod. While your framerate looks alright, I still recommend to give GTA V more memory allowance.
     
     
    And thirdly, if you installed high-poly police vehicles, downscale their texturs.
