The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I'd like to enjoy my patrols in the hood of los santos, but every time an officer shooting occurs, every bystander drops what theyre doing and begin shooting at me from every direction. is there a practical way to desist the aggressiveness of peds in the hood?

It's how the AI in that area reacts. 

 

Even in Singleplayer, if you go there & start shooting you will be attacked.

If you're still playing LSPDFR:

Download "Keep Calm"

it ensures that gang members won't attack you if there are shots fired, you can toggle it in the .ini file

it also stops peds from freaking out when there's shots fired(so you don't get run over)
