So I have googled this question before deciding to post here as a last resort and seemed to hit a brick wall. What I am trying to achieve is so that my ambient police cars that just drive around the streets and backup cars have all the modifications on them, like the lightbar on top and bumper guard ect... 

 

Correct me if I am wrong but is it in the carvariations file? I'm pretty sure It's got something to with this below but I thought I better ask and make sure before trying!

I know how to customize my own vehicles via the garage, I am trying to customize the AI police vehicles so they have all the modification on by default.

Im not sure if there is a mod for that however when it comes to back up police cars its pretty random how they spawn. Most of the time the police spawn without any extra's (ai police cars)

I think that it would have something to do with vehicles.meta under the "required extras" sections. https://forums.gta5-mods.com/topic/3850/tutorial-vehicles-meta/2

Thankfully I managed to solve it. After diving into the files it was something to do with the vehicle.meta i simply added these flags to the "FLAGS" line

 

"FLAG_EXTRAS_REQUIRE FLAG_EXTRAS_STRONG"
