I noticed that when I try to pull over cars the game lets me blip them, but when i turn my lights on they won't pull over. Another thing I noticed is that when I call for code 3 backup, the units arrive without lights and sirens.

Yes all my police vehicles are ELS, but the lights and siren do work if I get into them and turn them on, it's just that the AI police don't use them.
When I searched for this problem I found out that this must be the case of the police cars not registering as police in the carvariations.meta. Other users had this problem where lightsettings and sirensettings where set to 0, the problem is that my police cars have this set to 1 or 13 (atleast not 0). 

So my question is, if it isn't that the lights and sirens are not enabled, what causes this problem?

I am not too much of an expert on this but check the ELS ini file and there may be some helpful settings you can change!

ELS is a thing I don't know anything about. Which packs are you using?
I can offer you trying what Charles. I don't know what to do. I can offer you DLS plugin, but it (I guess) won't work with ELS vehicles (it's meant for non-ELS)

Couple different suggestions here:

 

For the vehicles not pulling over, try changing this setting (ElsTrafCtrlOn) in your ELS.ini to false.

 

Next, for the backup vehicles, do you have plugins such as Ultimate Backup installed? You may can mess with the .ini in that to force units to have lights and sirens on when requested.

The AI officers will use the ELS lighting as long as the ElsActiveOnAi is set to true.

 

However certain plugins might have a feature to disable AI siren/lights when responding to you, check all your plugin .ini file to make necessary changes.  

 

Also add-on police vehicles cannot execute the pull over function.

This is not true, if the pack is properly made addon vehicles have full function.
