Check whether the gameconfig you install is fit for your current version of GTA5. And check if the files in the mod folder is updated to the newest version. 

Try to put the mods folder to other place out of gta5 then try to open up it, see if the gta5 is work without having mods. If yes, the problem is out from the mods in the mods folder

Maybe you can try to increase the package file limit(by using package file limit adjuster) Hope this could help. Change the Heap Limit too

Attach your RagePluginHook log -> a text document found in your main directory.

Roadcruiser is belong to North Yankton State Police which should not spawn in traffic, if that happens get rid of your traffic mod. 
 
The local SWAT's outfits should match the local department, unless you are calling noose swat.

My LSPDFR Crashes GTA every time I go on duty and honestly I don't know what's causing this.

Hiya! This should do it:
Go into the UB default regions .xml file Around line 825 there is a line which says "<PoliceTransport>"  For each region i.e. <LosSantosCity> you would go down to vehicles For me it looks something like this:                                                                  <Vehicle chance="70">POLICET</Vehicle>
                    <Vehicle chance="10">POLICE</Vehicle>
                    <Vehicle chance="10">POLICE2</Vehicle>
                    <Vehicle chance="10">POLICE3</Vehicle>
       5. Check which Slot your Police Transporter is in and have that as the only "chance" vehicle (so you would have to remove POLICE 2, POLICE 3 etc...

Sup, Charles. Good question, I guess it's some kind of a bug. Try reinstalling UB and/or LSPDFR.

Okay, I would first modify a few settings with RagePluginHook, like forcing DX11 forcing Windowed mode, turning plugin threshold up to 60000 instead of 10000.  But I think the real issue is one of your modded police cars. Further down shows a livery unable to be accessed, I've never had a skin of a vehicle crash my game. But that's the only issue I'm seeing in your logs. LSPDFR 0.4.8 has a lot of customizable features in the folder "Grand Theft Auto V > LSPDFR > lspdfr.config you can disable ambient spawning cops like these lines you can change.
 
Here is a link to a post by LMS that will help you identify what each line does and which ones are there to prevent crashes.

Go in "GTA 5 \ plugins \ LSPDFR \ UltimateBackup \ DefaultRegions.xml" and open the File with an Editor.
Search after "SPEEDO" and Replace all SPEEDO with "POLSPEEDO"
