Chris is right.

 

Unfortunately you can't translate the entire LSPDFR mod to another language without the proper tools, such as the translation tool for GTA IV LCPDFR.

    Plugins are made by individual developers, it's up to them if they want to include Chinese translation. 

     

    Like Cyan said there's no translation for LSPDFR as of now, I'm not sure where did you find the Chinese version.
