Free up some space on your PC 🙂

If that's the case, install a decent gameconfig file to increase your game memory. 

 

And most importantly, install heapadjuster and park file limitadjuster, set the desired memory to prevent any "out of memory" crashes. You can look up these on GTA 5 Mods.

This means that there is now an error with the game itself. Disable the mods folder by renaming it to _mods and see if it makes a difference!

Game launches fine. I have a possible theory on what might be the issue. Would an improperly set up vehicles.meta cause a game launch issue? I downloaded a pack last night, and copied over the vehicle.meta for each vehicle into my mod folder copy, but I noticed that there were missing "spaces" between the edge of the file and the lines of data, like how it appears for vanilla vehicles. Could this cause issues?

Yes it could be exactly that! Make a backup of your current vehicles.meta then copy one from the vanilla folder and see if the game then loads

Well it says GTA now needs a 1.14 GB update, so it'll be a little while before I can test. This "update" has happened multiple times, so I can only assume I keep messing up something in the vanilla files.

Sorry about the delay. Reverted modded vehicles.meta to a vanilla version, still crashes on loading in with and without RPH. Tested with mods folder disabled, game launches fine. Definitely something within mods folder, unsure of what could cause issue, as I have barely changed anything since start of topic thread. Latest RPH log attached.

No worries. Sadly there is not much more I can do. You can either try to think what you have changed like the handling.meta or vehicles or if you can't find out what it is you will have to recreate your mods folder. If you have any questions just let me know!

Tried a few things, nothing worked. Just going to rebuild mods folder with what I know was working. Thank you all for the helping this newbie figure out some teething problems.
