Can I install this with the LCPDFR mod or will that mess it up ?

Yes you can. Probably 90% if not more of people who play LCPDFR use ELS. Any videos that you see on YouTube where the lights are flashing differently than the original lights, that's ELS. But yes, you can use ELS. It causes you car to become invincible, but that's just a minor thing that some people don't like.
