The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

    To start off, LSPDFR nor RagePluginHook require ScriptHookV. ELS, trainers, and any scripts will require ScriptHookV. Which can be circumvented by using ASISupport, but it isnt recommended. For LSPDFR

    That's the point of RagePluginHook. LMS develops both RPH and LSPDFR. We can't just steal development of ScriptHook from Alexander Blade.      All ScriptHookV mods should be .asi file
