The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I followed all the steps I needed to in installing lspdfr and even put in the vehicles but the selections never change is there anyway to change this?

You said they're addons but you're replacing the default vehicles...so which is it? 

If you are installing these packs via dlc packs, ensure that you are adding the names of the packs to the dlclist.xml file as outlined in the installation instructions, in the correct place (at the bottom of the file) and the correct format (using backslashes or forward slashes) normally it will give you the proper format, saying something like "Step 2: Add the following line to the file 'dlclist.xml', found here: mods/update/update.rpf/common/data/dlclist.xml (ensure edit mode is on and right click on the file and click 'Edit', then add the following line to the bottom, just above </Paths>:" (then the instructions will give you the exact line you just have to copy and paste to the aforementioned location, something like, <Item>dlcpacks:/bcsoaddon/</Item>.

its a pack that replaces police 1-4 while also adding in new vehicles at the same time my problem is that they are not showing up in my vehicle patrol selection list on lspdfr I cant figure out why I have the vehicles on the dlc list and can spawn them via trainer but I am unable to select them in lspdfr 0.47

Do you mean you don't see them in the Police Garage?  I'm not sure what you mean by vehicle selection list.  To have the vehicles show up in the police garage when you are selecting what vehicles you want, you need to got to game folder>lspdfr>data>duty_selection.  You add in your addon vehicles down at the bottom of the list in the XML file.
