Non-ELS Lights and Sirens not working

Hello. I am new to using LML to add non-els packs to GTA V. I am trying to add the pack below, however when I do so by automatically converting it, it crashes my game. I've tried adding the pack and/or vehicles manually, however the lights and sirens do not work when I do. Any help is appreciated. Install.xml attached below.

 

EDIT: Siren issue solved, lighting still not working.

Here are the screenshots you requested. I re-arranged the folders since I posted my original query, in order to match working LML non-ELS packs I've found, in hopes of making this one work. also tried one other install.xml file (a simplified one, attached below), which matched  that of a working pack (adjusted to suit this one), however the result is the same. The lights fail to work, and any lightbars set as extras will not appear when triggered to do so.

I get the feeling it's because each vehicle has its own data files. You'll need to either separate each vehicle to its own mod with its own install.xml, or combine the data files so there is only 1 vehicles.meta, etc.

Basically, each folder with an install.xml gets a new dlc.rpf created internally. You can't have multiple of the same data files within a single dlc.rpf.

Funny thing is, I did combine the data files into one of each type, and put all the streaming files in one folder. I can send screenshots to back that up if need be.

Okay, I tried that and it partially solved the problem. The lighting on the vehicles is now functional, however certain extras, such as lightbars and rambars, do not appear on the vehicles when triggered to do so.

Do you still have ELS installed? I know I've had issues with that even on vehicles ELS shouldn't be touching. My workaround was always to repair the car after activating the extra. Other than that I have no clue why they wouldn't work.

I do still have ELS installed, however that doesn't seem to be effecting it. I am now in contact with the author of the GCSO pack, hopefully they will be able to better diagnose the issue, from the inside. Thank you for your help anyways.

The extras work perfectly fine for me. Are you sure it isn't ELS like I said earlier? In my experience you need to repair the vehicle after activating the extras for them to show up, even on Non-ELS cars.

 

And just so you know, if you are loading the resource.lua, you don't need to load the models and data files manually. For example, I just installed the impala like this, keeping the same folder structure in download with the install.xml in the "2011 Impala" folder:

Thank you, however I have already verified, in conjunction with the mod author, that ELS is not causing the issue. He insinuated that he has tested his mod with and without it, and did not experience the same issues, per my conversation with him on Discord. I have also tried repairing the vehicle after activating the extras in question, to no avail.
