The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Rename mods to _mods. Seems like a vehicle caused the crash on your log.

    I think I know which ones... I installed a civilian Chevy Suburban and a Chevy Malibu, so should I just replace both of them? I have other car mods and they work fine, but these are just the most recent ones.

    So how do I get the original files? They replaced the Oracle and the Granger if that helps.

    I put all of my car mods into GTA 5 > mods > x64e > vehicles.rpf

    So just go to GTA 5 > x64e > vehicles.rpf right? :D

    It should create its own DLCpack then. 

    Go to mods/update/x64/dlcpacks and see if you can find it, then remove it from there.

    Next go to mods/update/update.rpf/Common/data, right click DLClist.xml -> Edit.

     

    Remove the DLCpack from the bottom, then save it.
