I've tried many things, and many people have tried to help me.. I cannot seem to figure out why I cannot ALT + P and CTRL + P inside the game. I've reinstalled everything, I've literally done everything and cannot figure it out.

Make sure you direct it to the right directory

C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto IV\GTAIV

That's where I put it.

Wrong, you put it in C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto IV\GTAIV\Scripts

There may not be a scripts folder, so make one yourself.

When we installed the LCPDFR it created it's own "Scripts" folder and put the LCPDFR folder in it.

C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto IV\GTAIV\scripts\LCPDFR

which has

"Audio Folder"

"GUID"

"InstalledVersion.txt"

And then under the Scripts folder there is

"FirstResponse config"

"FirstResponse.net.dll"

so it's in the right place.

I'm assuming you checked all of the things here?
