I'm trying to install smart police radio, its doesnt work, and PeterUCallouts, also does not work.

Remove EpicEvents; LSPDFR+; AmbientEmergencyResponse; YetAnotherPartnerMod; Traffic Control; VehicleSearch. 
You are also missing files for PeterU Callouts; like PedModelMeta.xml.

Delete startup.rphsin your GTA V folder.

what about Peter U Callouts where do I put XML?

Make sure you install the PeterU NEW INSTALL package. That should do it.
