That's the only FBI ped I know of. All the variations are contained within those files, and controlled by pedvariations.dat in the common\data folder.

how do you open it

I'm not sure about Spark, as I use OpenIV. I'd assume it's similar, so you need to open the "componentpeds.img" archive, scroll down to m_m_fbi and double click.

Yes. Custo's FIB pack fixes the voice issues, but its same as default FBI ones. While I discovered EFLC has a separate .rpf package in EP2 SPEECH located in TBoGT folder. If anyone wants to get their original voice and dialogues, simply open up peds.ide and change the FirstVoice from VOICE_PLY_CR to M_Y_CIA_DLC_01 and 02.
