The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

After reading through the crash report, the most likely cause is a faulty priority installation. RPH Is set to a priority I have never seen before, Send me your Computer Specs so I can give you details on what priority setting it should be set for to meet the requirements for your Computer's hardware, such as your RAM or Graphics card memory. Also send components such as the motherboard, it can help identify if it's missing common features like HP usually do.  If the specs do not provide a clear specification to provide the details, I recommend a reinstall as it could be from a faulty game installation, or in rarer cases a faulty RPH installation.

This surprises me but is not impossible.. Your ram should be enough even for low priority applications to run. Make sure your not running many processes in the background such as background processes You can’t see. It’s unlikely that’s the issue. Give me some time and I’ll have it figured out for you. At the moment, the most likely cause is from a graphics card priority which is unsual. Any ultra settings you have for textures try turning down. It’s unlikely this will work but i will get back to you ASAP after i look into it a bit more 🙂 

I have figured out that your video card drivers could be outdated. Update them they could provide false priority readings. The most likely soloution to this is to also set Rage plugin hook to a higher priority for your video card memory which is conjoint with your RAM. I had a similar problem to this before and fixed it the same way. To set a higher priority, edit the ini file or the ini supplement within Rage. Edit this config line:

press ctrl f and type in Overpit

it should come up with this as first one:

<OverpitX34=dl? D1011/>
<SettingMake = (whatever it is for you)

change the setting make to equal 60. If this doesn’t work try setting it to 70.

Go to your main or preferred Grand Theft Auto V Directory

Retail Users: C:\Program Files\Rockstar Games\Grand Theft Auto V

Steam Users: C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto V\

There should be a ragepluginhook.ini file. Try using that. If either the text does not appear as shown or is set to a value of 60 or 70 already, this means it's probably a problem within supplement of another file. If this occurs, send me your preferred latest patch day through either the mods folder or through Originating in the GTA V Directory. And if you can another crash report from the same problem. This would make it easier to find priority settings that may be consistent, not out of random.

For the image, your INI file may have hidden or unrelated contents that have been changed or moved. Tell me this, The best way to tell that is to see anywhere less than 30 lines of writing rather than a preferred conjunction of 2 files. The Text also appears between your first or your second launching of the game. If the text appears but at different levels ignore this as its probably just within hidden contents.

Also change the plugin timeout threshold from 10000 to 60000 in the RagePluginHook.ini file and disable Main.PreloadAllModel in GTAV/LSPDFR -> LSPDFR.ini.

The timeout threshold should only be put at a maximum of 25000, any higher could cause dependency issues. I have a mid range computer though I only have mine at 20000.

Renaming the folder doesnt seam obvious to solve anything, please provide a reason for that.

You are wrong, my friend. We recommend a total set of 60k, because LSPD:FR 0.4 alone requires more than 20k.

Ok I admit I may be wrong for that, but renaming a folder name will only cause issues with files attempting to find that path.

But he has a problem with LSPDFR. I don’t think he just wants to not play it altogether but rather get it fixed.

The timeout threshold may solve others issues, but if you look at the crash report you can see his RPH priority is set at such a low level I have never seen before. It could still fix the issue, but regardless he should increase priority settings. It can cause frame rate loss and other errors such as the one specified where the ram can’t handle the demand for a simple Callout as it is not allowed to access more than the amount indicated. Even though he has 16GB allocated.

 look at the crash report I have sent an image of the area it specifies a low priority.

Please, not to confuse the issue and the person, check the image and the report yourself to see it may be because of low priority setting.

Exactly it logged a low priority which indicates it was at that setting at the time of crash,

Later on I will change my setting to a setting that causes inactive applications and send what it does to you,
