Why are people doing mods for 9.5 when there is only version 9.3 to download?

I tried to download it with LML but it keeps telling me I am missing DLC and it crashes the game when I try and open the EUP menu? 

When I download and install the .oiv it tells me that I do not have it installed even though I do and its in the dlclist.

Hey I installed EUP Menu and L&O and S&R with DLC Method on Open IV

 

I added now Coastal Callouts with LML and the Instruction of the Mod said i need to install EUP with LML to use the Callout Mods Outfits.

 

Can i install EUP with LML and then Import my Changed Files from the EUP DLC Folder from Open IV before delete it?

Hello. I'm having a problem, I believe we can tell with the Uniform Variations. All police officers from all agencies are coming without the insignia of their respective rank (Sergeant, Lieutenant, etc), only with plain clothes. Does anyone have any idea what I might have done wrong?

    You need EUP menu. That's why you're not seeing the other uniforms.

    Any idea when this mod will be updated? It's been over a year according to this page. Also Alot of good mods I see require the updated version (which is not this one).

    There is no official date when they will release the update. If you want the updated version, you need to join their patreon.

    i have watched a tutorial on how to do this i watched everything even watched it twice 

    it said download the outfit eup pack put the things were they go then it said go in to plugins then eup folder but there  is no eup folder there for me

    Can someone list what each agency is? Having a hard time figuring out what one is witch. Because some don’t have cars linked and would love each agency to have at least one car linked. If possible.

    It's normal. They forgot to change the version number when they updated it.
