By default only the first livery will spawn in-game, If you'd like both liveries to spawn in game follow these

instructions:

• goto vehicles.meta : mods\update\update.rpf\common\data\levels\gta5
• locate "TowTruck"
• find its flags section, should look like the following:

<flags>FLAG_BIG FLAG_NO_BOOT FLAG_AVOID_TURNS FLAG_DONT_SPAWN_IN_CARGEN FLAG_USE_FAT_INTERIOR_LIGHT FLAG_IS_BULKY FLAG_BLOCK_FROM_ATTRACTOR_SCENARIO FLAG_USE_STRICTER_EXIT_COLLISION_TESTS</flags>

now add FLAG_HAS_LIVERY to this list

so it should now look like this

These reskins are a mix of fiction and non-fiction. I used a mixture of different vehicles used by the CHP's freeway service patrol for inspiration
