Drop this in your ELS folder and the lights will all work.  You just sacrifice 3 separate stages of the lights for all lights on with one button press using ELS.

Tryed the make non els to els mod and the lights are not working. I bet it is because i use default carlols.meta and carvariations.meta. I dont use cars that require those files changed from default gta.

really hoping this comes to single player and doesnt remain locked away for FiveM only

It does work for ELS also.  You lose stage 1,2 or 3 lighting for all lights active at once instead.

Sorry bro, it's not mine I just commented.  What is the issue though?  It works for single player as is.  Are you just requesting an ELS specific version?  

You can simply drag and drop the files and replace a vehicle slot, such as police, as if you were installing a replace vehicle. So here for example, find the files "24tac"  and replace it with "police", or whatever slot you are replacing. Do not rename/remove the _hi portion, or change the file type. You can use the community made one that Jedi made, but again, you lose the lighting capability of ELS and can only control the sirens with it. 

As for addons... thats a relatively complex task, or atleast from my perspective. The dlc.rpf is meant for single player addons, while its not exactly impossible or difficult, not something I can just, say in a LSPDFR comment.

as u said replacement is easy, and can just be made by users from the fivem files, DLC however is harder but from what i know shouldn't be that hard, if u would ever want to do that, which i and all other lspdfr players will like, just find some yt tutorial

I mean, its not difficult, I convert and replace vehicles all the time for myself. Just modifying it to the vehicle's needs from scratch is what I thought as difficult, for various reasons obviously, like specialized handling if that's what they want.

for the start there's no need to use specialized handling, u can add that later
