Liberty City Highway Patrol Team. These work great if your tired of patrolling Union Drive East/West in your simple black and white texture. These two textures have the same style decal so they work perfect in coordination.

I would guess either Photoshop or GIMP. both programs offer the same amount of features.

Well if you have SPARKIV then simply open that as an administrator, then click > Browse > Scroll Down to cdimages[click] > Then Click Vehicles > Find the Car you want to replace the texture with ie: Police2 > Then click the file and then click EDIT and import the texture. When you Downloaded the texture you should have put it someplace, you can find it in the designated place you saved it
