Was this prior Pinky Radiance? Try verifying your game files for GTA and then relaunch the game. 

What car packs are you using out of curiosity

The Delaware State Police (blue) vehicles are Ripples Valor pack.

I agree, this is how lights should look, not to dim or bright, just right. Usually works for majority of the graphics packs, it starts getting iffy if you have multiple graphics packs over each other.

Nope, I installed Pinky Radiance, and time was 23hrs, and I tried checking it out at 21hrs, and whenever I reached the 21hrs it had decided to crash everytime

I just reinstalled Pinky Radiance and put it into my game and its fine. It might be your game try verifying your game files. I know for sure it works for FiveM, not a hundred percent sure for LSPDFR, but I assume its the same.

I've installed it on both, works for both

real question is, does this give breaklights/taillights/headlights a massive bloom at night and day (whatever the weather) and does it give buildings a massive bloom as well (buildings that have size lights on them such)?

No it doesn't make massive amounts of bloom, it makes it just the right amount, nothing over the top. The reason I made this is because I couldn't stand the massive bloom on other radiances.

Can i ask, what did u edit to change the bloom on the buildings and headlights/taillights as its still quite big of a bloom when using graphics mods like QuantV 3.0

You have to change quite a few things in the dat.files. Like things that start with night and day.
