that is odd, do you have a custom gameconfig, Heap limiter and package limiter adjuster installed? cuz u need those files to run a DLC pack

Great pack i just have one suggestion, you might wanna fix your skins... on the hood "POLICE" should be reversed.... it is done that way IRL cause when you look in your rear view mirror it would show up properly.
