I'll give you props for trying. A few tips if I may: Have you ever seen a purpleish blue police car? Me either. The color is unrealistic in my opinion. If you want to use blue, use a darker, not such saturated color. Use real license plates, there are a ton that people make and post in forums. Use graphics/gradients like police badges, stripes, color in the words, etc. Anything to add more appeal and make it look more realistic. If your using paint to make these then the last thing I mentioned will be quite hard to do. You should look into getting photoshop or something similar, its much easier to make skins with and has all the features you'll ever need to keep making top notch skins. Good luck!

Paint.net is a free and good starter for any skin maker ( including me) at least you can make car models I fail miserably ever time I try.

Thanks for the tips. That was my first time even looking at a template so i was just getting the hang of it and trying stuff out. I will be posting better updates of this and new cars too.

Also like someone said above me try to get paint.net Or GIMP there both nice for creating skins and Pretty nice for your first try.
