After you install the vehicles that this pack is compatible with. Open (OPENIV) Go to mods > update > x64 > dlcpacks > ( The file that you installed the vehicles in ) >dlc.rpf > x64>levels>gta5>vehicles.rpf.

Link for what? and yes this is just the skins. It says VEHICLE TEXTURES.
