I'm not a fan with those baggy pants usually I like tighter

but awesome work definitely I will try out  

How can I get Winter cap? It's a only hat which not appear...

You will need to disable trainer-mapped hats and glasses in the Trainer .ini.

Before:

Modelhats=1 	//Trainer mapped hats, glases

After:

Modelhats=0 	//Trainer mapped hats, glases

For it to appear on the AI, you will need to modify the pedVariations.dat file

Best realistic uniform for the NYPD because the vest is very accurate i wish there was a way to put the vest on a  plain clothes officer

The Problem is, Ped File with more than five Heads Can´t Talk(I mean Head Index 5 to 11 can´t Talk)

Helmet doesn't really look what the NYPD uses but i still like these peds

I really don't get your obsession with cop heads.

Great peds!  However, it would be awesome if you added the following;
1. earpiece

2. choice between baggy pants and tighter ones

3. position a baton that's horizontal where the handcuffs are, and put the handcuffs where the baton is now

The models are good but the ballistic vest and traffic vest can`t be removed in the customization and if I put on a hat I can`t remove it either. Also, pressing O gives my officer a cup in his hand.

That is because you're only using LCPDFR to customise the peds. I recommend using a trainer, you can remove and fully customise the components in that.
