I think your carvariation was edited. That's why the lights don't work. It's not my fault. You have to edit your meta files to remove the tint.

Sorry guys, i forgot to attach some files and write a proper tutorial. Pleas read the installation file.
The game tint police transporter automatically and you need to remove this in vehicles.meta

In case your lightbar doesnt work, edit your carvariations.meta

Ok I tried it with that model in the link you gave. It still doesn't work. The lights don't even spin. Not sure why it works with the original police t and not the modded one.

Ok then you need to edit your carvariation. If you know how to edit it. Or replace it with mine.

Mods/update/x64/dlcpacks/mpchristmas2/dlc.rpf/common/data and extract carvariations.meta

And add this:
