its a texture for this model :  http://www.lcpdfr.com/files/file/9174-sheriffs-dodge-charger-code3-defender-lightbar/  , once that model is installed (should have instruction there)

using OpenIV go to update -> x64 -> dlcpacks -> patchday3ng -> dlc.rpf -> x64 -> levels -> gta5 and the name of the vehicle you replaced (default from the model is sheriff)

click on edit mode and open (example) sheriff.ytd and replace Charger-Recovered with the sign i provided in the downloads
