It's taking a significant amount of effort to be constructive here but I'll do my best to keep it that way.
Font choice. Basic sans serif has it's purpose, and it's not being on police cars. Enter sansman is solid, and you can google "police car fonts" and find some suggestions. Some of them will be overused, but that's not inherently a problem. Scrolling through whatthefont or similar sites is also good. 
Positioning. It's easy to just put something in a spot and call it a day, but most police car designs, whether you realize it at first glance or not, have some symmetry or alignment to them. I can see you're kinda trying to do that with some of them, but there's just a bit too much distance between things for it to really work. 
Keep bumper stickers on the bumper, same thing for the visibility striping. 
On the city of Future design: please, for the love of god, in this era of infamous impersonators, wannabe cop security guards and bail enforcement, put the word "Police" or "sheriff" or "state trooper/police/patrol" somewhere on the car aside from the badge. I realize there are agencies that do not have this IRL. My point remains that they should. 
I realize a lot of this comes with time. I highly suggest recreating some designs around you, or that you see around the internet (photo archives, r/policevehicles, etc.) just for your own lspdfr or what have you just as practice. Experimenting with your software and just trying something, even if it doesn't get posted anywhere is how I taught myself pretty much all my graphic design ability.

Appreciate your feedback on the pack. I do agree with you, especially on the positioning, which is something I'm working on like perfecting, but this is also my 3rd upload when doing a major pack. As for the bumper stickers I have them on other places of the car sometimes mainly for in my eyes a welcoming aspect that one could approach the car or go to that officer if needed. As for that Future skin, that is something I meant to go back and redo before I uploaded that I entirely forgot about. As for creating designs around me, that is something I am planning to do but that will take a long time to do as there are mainly only 1 or 2 sheriff's offices/departments and I only have respect for one of them, I am planning to also make other skins I just wanted to experiment with my ideas and how a new state may make their police cars and such look like. As for the posting part, I believe that posting my content for others to see and potentially use helps me to receive feedback such as this among many other factors. As for the font choice, I like to use the font that I mainly use as it is a simple clean, and cut font, but I may look at using other fonts. Hey man, I see you have a passion for doing this but I think there are somethings that can be improved. Typically on a police car you want police to be the biggest thing to be the word police with the City/town/state being the next biggest words. The bricktown car has "the city of bricktown" in 2 different sizes. Also the flag on some of the cars is slanted which isnt a thing you would see on real cars typically. Maybe instead of making giant packs focus on building one really solid livery and then another and another then bundle them all together if you want to put put a mega pack. Your putting yourself out there which is awesome and I think you can get really good at this given a little more time. Don't take my critique as a negative. I look forward to your future work.

I am going to try and be nice but this is an abomination of a pack, I suggest you take it down and work on a car at a time or a department at a time. Try adding more to the liveries other than just basic text and try new fonts. It all looks very copy and paste. Maybe put some more graphics on the cars and don't be afraid to take your time because you want to be putting out the best quality things for people to download. Another big thing is to get in game screen shots, because OpenIV looks very different than in game.
