What do you mean who do you find? If your talking about the plate it randomly spawns on civilian vehicles. 

Could you do some lore friendly plates? I'm not sure what other than Liberty City you could use, though.

Well if you think of anything let me know, I plan on doing alot more plates. I just made a Utah one but im defiantly willing to do non realistic ones, I could make a fictional Los Santos/Blaine County.

Oh lol, well Im pretty sure you can change plates in iv I just dont know the directory

I added it along with a few more plates! 

Any chance you could take a look at Texas again.  The one you have is the old plate.  Then new ones are simply Black and White now for civilian vehicles and Blue and White for exempt vehicles.  Thanks.
