Downloaded file

Put into OpenIV > mods > x64 > dlcpacks

Went to dlclist.XML and added line
dlcpacks:/contracostaport/

When I go in-game and spawn any of the vehicles with Simple Trainer, the vehicle spawns but there are no lights or sirens...

Can anyone tell me what I'm doing wrong? There are no extra files in the original download that I missed for lights/sirens so not sure whats going on.

I can't seem to get these side lights to work. They're staying hidden in the car(Not flashing at all)
