Google unmarked CVPI, and you will see many examples of CVPIs with chrome grilles.

My Rockstar director has some problem so the second picture has some problem but its nothing problem in game

these are regular civilian ford CV's. The PI versions were always set to black

98 CVPI had chrome grille stock, 99 had a Street Appearance Package (SAP) that had chrome grille and handles.  Research a bit more and you will find that not all CVPIs came in only black grilles.

You can change the brightness in the ytd files.  Just look for the computer screen and make it a bit darker until you get it to where you are able to see the screen better. You can use a free  program like paint.net to change it.  Hope this helps.
