NPCI Russian Language 1.0.0

Hey guys, this is a simple prompt for the NPCI 3.0 mod! Civilian NPCs will no longer constantly report being wounded and scared when detained. They can now engage in normal dialogue (within reason), as intended in the original prompt. The problem is that Russian uses 3-4 times more tokens than English, and processing Russian text requires all tokens for translation, regardless of other conditions. With a few simple conditions met, the prompt works as originally intended, but now in Russian! I also felt it necessary to make the following changes:

- Civilian NPCs are no longer afraid of you for any reason, and you don't need to detain them to talk.

- Civilian NPCs can now converse on mundane topics (WITHIN REASON).

- Civilian NPCs now follow instructions and can insist on their own or object! (Commands such as "follow me," "get in the car," etc.)

— AI memory has been improved thanks to a mod that emphasizes commands and character personality.

— Intelligence officers (partner/medic/firefighter, etc.) can now communicate with you.

— Intelligence officers can now talk to you about mundane topics (WITHIN LIMITS).

Recommendations for activating the mod for users in Russia.

— Use a VPN with the TUN function only, as it completely hides your region. A proxy is useless here.

— Use European regions, which are more stable, such as the Netherlands.

— Use only the TPC protocol, as it guarantees full signal transmission to Google, unlike protocols such as GRPC and XHTTP.

— Do not use Zapret or GoodbyedDPI utilities, as they reveal your address.

- Don't use combinations like Zapret and a VPN while playing, as Google servers will simply get confused by the addresses and block access. Thanks for reading!
