[EUP 9.3] [M&F] Utah Highway Patrol 1.0.0

This is the 9.3 converted version of my EUP 9.10 UHP pack, everything might not be perfect but I tried where I could. Any issues do please let me know and I'll try fix it asap.
If you own EUP 9.7-9.10 I recommend you check out the 9.10 version of this pack instead!
